Pat Ryan says bipartisan pressure helped secure early release of $356 million in LIHEAP funds for New York.
Quiver AI Summary
LIHEAP funds released to New York: Congressman Pat Ryan said he helped lead a bipartisan push urging the Department of Health and Human Services to speed up Low Income Home Energy Assistance Program distribution. The release says HHS then sent New York $356,163,671, described as the earliest these awards have been granted.
Calls for more aid: The release says Ryan is asking House appropriators for an additional $3 billion in emergency LIHEAP funding for fiscal year 2027. It also says he is co-sponsoring the "Heating and Cooling Relief Act," which would expand eligibility and increase assistance for more households.
Context cited by the office: The release says home heating oil prices in New York have risen sharply, including in the Hudson Valley, and argues that LIHEAP helps low-income households pay energy bills. It also says millions of U.S. households use the program, including nearly 30,000 in NY-18.

A trader on Thursday, Oct. 15 bought $10,335 of No shares at 41% odds on Polymarket’s question, “Will Bitcoin dip to $80,000 in October?” The position is a bet against that outcome and would pay out about $14,665 in profit if it wins.
Reuters reported on Oct. 17 that Bitcoin was on track for its first monthly loss in October since 2018, with the asset set for a nearly 5% decline as broader market jitters and muted risk appetite weighed on prices. Earlier, Decrypt reported on Oct. 15 that after a hotter-than-expected U.S. inflation print, attention shifted to the Federal Reserve’s next rate decision on Oct. 28, with analysts saying Bitcoin could stay range-bound until the policy picture clears.
Decrypt also quoted analysts saying Bitcoin could remain trapped between about $76,000 and $83,000 for the rest of October unless a new catalyst appears, citing higher-for-longer rates, a stronger dollar, and risk-off moves in tech stocks. CoinDesk reported on Oct. 9 that Bitcoin had fallen back near $82,000 after a roughly $1 billion liquidation, alongside $244 million in ETF outflows that day. On this question, the Yes odds have risen to 78% from 52% a day earlier. Volume over the last 24 hours is $11,266, and lifetime volume is $62,810.
The question resolves based on whether Bitcoin dips to $80,000 at any point in October, and the event ends on Nov. 1, 2026.

A trader on Saturday, October 17 at 8:09 AM ET bought $15,587 of No shares at 62% odds on the question of whether Republicans will win the Texas Senate race in 2026. The position would pay about $9,553 in profit if the answer resolves No.
Associated Press coverage in recent days has described the Texas Senate contest as a closely watched and expensive race. On October 15, AP reported that Democratic nominee James Talarico held a packed rally and that his campaign said Republicans and allied groups had poured more than $158 million into the race. AP also noted that Talarico framed the contest as a “David vs. Goliath” fight, while the article said it is one of the nation’s most expensive Senate races.
Earlier reporting from AP said Talarico had been recovering from the flu after a stretch out of the public eye, while Republican officials and conservative social media users spread false rumors about his whereabouts. AP also reported on October 1 that President Donald Trump traveled to Texas to publicly back Republican nominee Ken Paxton, and on September 5 that MAGA, Inc. launched a $10 million ad blitz in the race. In same-event trading, the other outcome is James Talarico (D) at 62%.
The Yes side of this question is currently at 38%, unchanged from a day ago and a week ago. It was 44% one month ago, so the implied probability has fallen 6 points over that span. Volume on the question was $110,254 in the last 24 hours, and lifetime volume stands at $2,194,001; over the past seven days, five trades of $10,000 or more totaled $81,357 and leaned No by $37,879.
The question resolves according to the winner of the 2026 Texas U.S. Senate election, including any runoff. Polymarket says the contract is set to resolve on November 4, 2026.

A trader on Thursday bought $10,503 of No shares at 50% odds on whether Javier Milei will win the 2027 Argentina presidential election, a position that would pay about $10,394 in profit if it wins.
Reuters reported on October 12, 2026 that Argentina’s economy is expected to recover only slowly in 2027, a backdrop the outlet said could become a major political challenge for Milei as he tries to consolidate support for a re-election bid in the next national election cycle. Reuters also reported in late September that poverty remains a key political test for Milei, with polls showing his approval falling sharply among poorer respondents and protests continuing over his economic policies.
Other reporting has also framed Argentina’s politics around the 2027 vote. Reuters said Milei remarked in Paris on October 1 that Argentina is in an election period that can bring “destabilizing maneuvers,” while El País reported on October 9 that Argentina’s Supreme Court restored limits on the sale of land to foreigners, giving the administration a domestic policy win. The odds of Yes on this question are now 48%, up from 47% a day ago but down from 56% a week ago and 52% a month ago. Trading has totaled $13,894 in the last 24 hours and $257,050 over the life of the question.
The question resolves on the winner of Argentina’s next presidential election, scheduled for October 24, 2027, including any second round. Polymarket says it will resolve based on credible reporting, and if results are still not definitive by October 31, 2028, it will resolve to Other.

A trader on Friday, October 16 at 9:29 AM ET bought $32,179 of No shares on Polymarket’s Ohio Senate Election Winner page, a bet against Republicans winning the 2026 Ohio Senate race. The shares were bought at 62% odds on the question, and if the position wins it pays about $19,722 in profit.
The trade comes amid a busy stretch in the Ohio contest. AP News reported on October 13 that former President Barack Obama is heading to Ohio to campaign with Democrats, including former Sen. Sherrod Brown, with a Cleveland rally scheduled for October 24. Reuters reported on October 12 that President Donald Trump recently campaigned in Ohio for Republican candidates, as Republicans try to hold competitive Senate seats with a little more than three weeks left before Election Day.
Reuters photos from October 6 showed early voting underway in Ohio, with Jon Husted and Sherrod Brown described as being in the second-most expensive Senate race in the country. Local reporting from Cleveland on October 14 said the race is in its final stages, with Husted addressing attacks over his HB 6 ties and campaigning on rising prices. Axios reported on October 16 that a newly formed super PAC spent nearly $400,000 on mailers promoting Greg Levy, adding another late-campaign development.
On Polymarket, the implied probability of a Republican win has fallen to 36% from 38% one day ago and one week ago, and from 44% one month ago. The question resolves to the winner of the 2026 Ohio U.S. Senate special election, currently scheduled for November 3, inclusive of any run-offs, and the event is set to end on November 4, 2026.

We have received text from S. 5686: No Public Executions in America Act. This bill was received on 2026-10-15, and currently has 1 cosponsor.
Here is a short summary of the bill:
This bill would limit how military executions are handled and shown to the public. It would make it illegal for Defense Department personnel, or anyone acting under Defense Department authority, to:
- take photos, video, or audio recordings of a military execution;
- broadcast, stream, or otherwise share an execution with the public in real time or later;
- publish or distribute any recording or depiction of an execution on government websites, TV, digital platforms, nongovernment websites, or other electronic services.
The restriction would apply whether the recording is kept or saved, and whether the person making it is officially authorized by the Defense Department.
The bill does allow a narrow exception for official purposes. The Secretary of Defense could authorize a recording or depiction to be made and kept for uses such as:
- an investigation;
- a court proceeding;
- Congressional oversight;
- archival or historical recordkeeping.
Even under that exception, the material could not be shared with the public unless a court orders it or Congress passes a law allowing it.
The bill also says that no federal funds may be used to photograph, record, broadcast, publish, or otherwise disseminate any execution covered by the law, unless Congress later specifically authorizes it or a court orders it.
The law would take effect immediately when enacted, and it would apply to any military execution carried out on or after that date, regardless of when the death sentence was imposed or approved.

We have received text from S. 5683: Best Practices for Military Family Child Care Homes Act. This bill was received on 2026-10-15, and currently has 1 cosponsor.
Here is a short summary of the bill:
This bill would require the Department of Defense to create a department-wide best practices guide for people who want to start and run a Family Child Care home on a military installation. The guide would have to be published within one year of enactment.
What the guide would cover
The guide would need to explain, in a standardized way:
- how to become a certified Family Child Care provider;
- training, inspection, background check, licensing, and certification requirements;
- available financial help, including startup support, subsidies, grants, and reimbursements;
- liability coverage, safety standards, and emergency preparedness rules;
- ways to reduce paperwork and other administrative barriers; and
- any other information the Secretary of Defense thinks would help prospective providers.
How the guide would be developed and shared
In creating the guide, the Secretary of Defense would have to consult with military departments, military installations, Family Child Care program administrators, and experienced providers from successful programs across the Department of Defense. The goal would be to identify and include practices that have worked well in expanding participation and reducing obstacles to opening and operating these homes.
The guide would also have to be made publicly available on a Department of Defense website in a format that is searchable and accessible for military families.
Service-specific add-ons
The bill would encourage each military department to publish and maintain its own appendix to go along with the main guide. These service-specific appendices could include:
- service-specific policies and procedures;
- installation-level best practices;
- information about unique child care needs or operational requirements;
- guidance on military housing issues related to Family Child Care homes; and
- contact information and resources specific to that military department.
Reporting to Congress
Within 18 months of enactment, the Secretary of Defense would have to brief the congressional defense committees on:
- steps taken to carry out the law;
- efforts to increase awareness of Family Child Care opportunities among military spouses and families;
- barriers that have been identified in opening Family Child Care homes; and
- possible legislative or administrative changes to improve child care capacity for military families.

We have received text from S. 5684: No Cash for Incompetent and Malicious Contractors Act. This bill was received on 2026-10-15, and currently has no cosponsors.
Here is a short summary of the bill:
This bill would require federal agencies to bar certain contractors from doing business with the federal government if they, or their employees, improperly disclose a client’s personal information.
What triggers debarment
If a contractor, or one of its employees, is convicted in criminal court or found liable in a civil judgment for non-consensual disclosure of a client’s personally identifiable information, the agency must debar the contractor from future federal contracts.
The bill specifically covers disclosure of:
- Social Security numbers
- Tax return information
- Individually identifiable health information
- Trade secrets
How long the contractor could be barred
The debarment would last at least 1 year and up to 5 years, depending on how serious the conduct was.
Suspension while a case is pending
If a contractor, or one of its employees, is charged with a criminal offense involving improper disclosure of that kind of information, the agency must suspend the contractor from federal contracting while the matter is investigated. The length and procedure for the suspension would follow existing Federal Acquisition Regulation rules.
How the process would work
The bill says the debarment and suspension procedures must follow the standard federal procurement rules already used for these actions.

We have received text from S. 5688: Acquired Lands Revenue Modernization Act. This bill was received on 2026-10-15, and currently has no cosponsors.
Here is a short summary of the bill:
This bill would change how the federal government shares revenue from oil and gas leases on certain acquired lands —land the federal government owns or has acquired and leases for mineral development.
What changes it makes
Under current law, money collected from these leases is divided according to rules that differ from the general oil and gas leasing rules. This bill would streamline that system by:
- removing a reference that ties acquired-lands revenue to a specific limitation in the Mineral Leasing Act;
- redirecting the treatment of these receipts so they are handled under the general revenue-sharing section of the Mineral Leasing Act;
- adding oil and gas leases under the Mineral Leasing Act for Acquired Lands to the list of lease types covered by the general revenue-sharing rule.
Practical effect
In plain terms, the bill would increase the share of oil and gas leasing revenue from acquired lands that goes to states, instead of following the current allocation method. The bill is aimed at modernizing and aligning the revenue rules for these leases with the broader federal leasing framework.
What it does not appear to do
The bill does not appear to create new leases, change drilling standards, or set new environmental or permitting rules. Its main focus is on how the money from existing oil and gas leases on acquired lands is distributed.

- Specifies that the new plaque’s design and placement must follow the rules in the Commemorative Works Act, which governs memorials and plaques on federal land.
- Allows the Interior Department to accept donations to help pay for the plaque’s preparation and installation.
- Allows federal money to be used for removing the old plaque and for designing, procuring, and installing the new one.
Practical effect
If enacted, the bill would result in a change to the signage at the Lincoln Memorial tied to the historic “I Have a Dream” speech. It would not create a new memorial, but would replace one existing plaque with another commemorative plaque.
