S. 5245: Karly Rain Wood Act

This bill would create a national registry for certain people labeled “repeat violent felons,” along with separate jurisdiction-level registries. The idea is to track where these individuals live, require them to keep their information updated, and make that information available to law enforcement and, in some cases, the public.

Registry requirements

The bill would require covered individuals to register and regularly update their information. It also calls for frequent in-person verification of that information. If someone does not comply with the registration or update requirements, penalties could apply.

Public notice and coordination

The Attorney General would be responsible for coordinating the system. The bill also requires public websites and notification systems so that relevant jurisdictions can be alerted when registered individuals enter the United States. State agencies, the Department of Homeland Security, and the Department of Defense would have to provide information that supports this notification process.

Roles for states, tribes, and territories

States and other jurisdictions would be involved in running the registry and keeping records current. Tribal jurisdictions could choose to participate, but they would not have to duplicate functions already handled by other governments. They would also be allowed to share responsibilities through agreements with other jurisdictions.

Funding and implementation

The bill includes grants to help jurisdictions implement the registry system and carry out the required duties.

Liability protections

People and officials acting in good faith under the bill would be protected from liability.
