Here is a short summary of the bill:
This bill would place new limits on how federal law enforcement can use surveillance data gathered by state or local agencies from certain technologies. It would create a federal list, called the Jurisdictional Wall List , of surveillance tools and systems that are covered by the bill. The Attorney General would have to keep and update this list, and it would include things like:
- automated license plate readers;
- cameras that can see vehicle occupants;
- cameras that continuously monitor a location;
- long-range microphones;
- electronic fingerprint detection tools;
- field chemical scanners; and
- similar technologies the Attorney General adds.
Once a technology is on that list, federal law enforcement generally could not access, query, direct, task, or otherwise obtain the related surveillance data from state or local agencies unless a federal judge issues a warrant. The bill also sets rules for how long that data may be kept. In general, federal agencies could keep it for no more than 30 days unless a court allows up to 90 more days for good cause, or the data is being used as evidence in an active prosecution.
If federal agents obtain covered data without a warrant, or keep it longer than allowed, the bill says that data generally could not be used as evidence in federal court. It also says the government still has to disclose such material if other legal disclosure rules require it, including criminal discovery rules and Brady obligations, which cover evidence favorable to the accused. The bill does not prevent other legal challenges or remedies for unlawfully obtained evidence.
The bill allows two main exceptions to the warrant requirement:
- Emergency situations involving an imminent danger of death or serious physical injury, where getting a warrant is impracticable. In those cases, agencies must limit collection to the minimum necessary amount of data, document the acquisition within 24 hours, and delete the data within 30 days unless they later get a warrant.
- Voluntary, informed, written consent from the person the data concerns.
The bill would also restrict federal funding. Federal funds could not be used to buy, acquire, or install a covered surveillance technology, with limited exceptions. Those exceptions include:
- toll collection on federally funded highways;
- some school violence prevention programs with oversight and limits;
- certain grant programs under federal crime-control law, if minimization and retention rules are followed; and
- portable, case-specific law enforcement systems used under a warrant.
In addition, the bill would require:
- semiannual reports from the Attorney General to Congress on how often federal agencies use this data, what warrants are obtained, emergency uses, and any violations;
- public, unclassified summaries of those reports;
- federal regulations setting minimization standards, such as deleting non-pertinent data, segregating data, and limiting use of data tied to protected First Amendment activity unless there is probable cause and a warrant;
- audits and training to help agencies comply; and
- a prohibition on using this surveillance data to track or monitor someone solely because they exercised First Amendment rights.
People whose data is obtained in violation of the bill could sue for court orders, damages, and attorney’s fees. Federal employees who knowingly or recklessly violate the law could face administrative discipline, including suspension or termination. Inspector generals would also have to conduct periodic compliance audits.
The bill would take effect 180 days after enactment.

What the new official would do
The Chief Resilience Officer would work with federal departments and agencies to:
- improve resilience to natural hazards using the best available science;

- look for ways to reduce waste, fraud, and duplication in resilience-related spending.
New interagency groups and advisory council
The bill would require the Chief Resilience Officer to set up one or more interagency working groups to help coordinate federal resilience work. Federal agencies asked to participate would have to respond within 60 days, and they would provide staff and resources for the groups.
It would also create a Partners Council on Resilience . This council would advise the Chief Resilience Officer and focus on how the federal government can better help non-federal partners, especially rural and under-resourced communities, build resilience to natural hazards. The council would include up to 24 members, most of whom would come from state, local, territorial, tribal, nonprofit, and private-sector backgrounds.
National Resilience Strategy
Within 2 years, the Chief Resilience Officer would have to submit a National Resilience Strategy to the President and Congress. After that, the strategy would be updated every 3 years.
The strategy would need to describe how federal agencies, working with state, local, tribal, territorial, nonprofit, and private-sector partners, should address vulnerabilities from natural hazards such as sea level rise, drought, wildfire, permafrost thaw, flooding-related erosion, and other environmental changes.
What the strategy would have to include
The strategy would cover several areas, including:
- how federal agencies can better support non-federal partners;
- how to simplify and align planning, application, and permitting processes for resilience funding;
- ways to provide technical assistance, especially for rural and under-resourced communities;
- how to think about retreat or relocation for communities facing increasing natural hazard risks;
- how to create or improve metrics for measuring resilience over time;
- how federal funding for resilience is allocated and whether current methods create inefficiencies or inequities; and
- how cost-benefit methods might better account for long-term resilience, nature-based solutions, and predisaster mitigation.
Implementation and oversight
Each strategy would also need an implementation plan showing how federal agencies would carry it out. The bill would require the Comptroller General to review progress and submit an assessment report 2 years after each strategy and update, evaluating whether the plan was carried out, whether it worked, and what additional steps may be needed.
The bill would also require draft and final versions of the strategy and implementation plan to be published, with a 60-day public comment period on the drafts.
Clearinghouse for information
Within 1 year, the Chief Resilience Officer would have to establish an adaptation and resilience clearinghouse . This would serve as a centralized place for federal resilience data, guidance, technical assistance, and information. It would be designed to make federal resources easier to find and use, and to help non-federal partners access grant programs and locally relevant planning information.

- certain Clean Air Act exemptions for federal facilities and executive branch sources of emissions,

- exemptions related to the phaseout of certain ozone-depleting substances.
Congressional approval process
If the President or another federal official wants to use one of these covered exemptions, the President would have to send Congress a detailed “special message.” That message would have to explain:

- the facts and circumstances supporting it, and
- the estimated effect of the exemption, if practical.
Congress would then consider a joint resolution approving the exemption. The bill sets out special procedures to speed up consideration in both the House and Senate, including limits on debate and restrictions on amendments.
The bill also requires the Comptroller General to review these special messages and notify Congress about the facts and whether the proposed exemption appears to fit existing law.
If the President does not send the required special message, the Comptroller General must report that to Congress.

The rule would also apply to spouses and dependent children. The bill would allow family members to place their covered assets into a blind trust established by the judge, and it would also allow the judge to place assets into a trust established by a spouse.
How the blind trust requirement would work
A qualified blind trust is a trust arrangement designed so the official does not know, and does not manage, the specific investments held in it. The bill also says that once the assets are placed into a blind trust, the judge or justice could not dissolve that trust or otherwise control the covered financial interests until 180 days after leaving judicial office.

After setting up a blind trust, the judge would have to provide a written attestation within 15 days saying either:
- the trust has been established and the covered financial interests were placed into it, or
- the judge, spouse, and dependent children do not have any covered financial interests

What the bill does overall
The bill says diagnostic errors are a major source of preventable harm and unnecessary spending. It would direct the federal government to build more research, data, reporting, and coordination around diagnosis in health care. It also would encourage the use of patient experiences, data science, and artificial intelligence to help spot and reduce diagnostic problems.
New research and improvement program
The bill would require the Agency for Healthcare Research and Quality (AHRQ) to create a national program focused on patient-centered research and quality improvement for diagnosis. That program would:
- Study why diagnostic errors and delays happen.
- Develop and spread evidence-based ways to improve diagnostic accuracy, timeliness, and safety.
- Look for ways to reduce waste in health care caused by wrong or delayed diagnoses.
It would also support “centers of diagnostic excellence,” including academic and provider-based research networks, to connect research directly with clinical practice. AHRQ could provide funding to help establish and run these centers.
Patient safety reporting system
The bill would require AHRQ to develop a plan for a federal system that lets patients, families, and caregivers voluntarily report diagnostic errors, safety events, and near misses. The reports would be for public health and learning purposes only, and would not be allowed as evidence in civil or criminal cases. The bill says this reporting would not affect patients’ legal rights or available remedies.
The plan would need to consider privacy protections, how to connect with existing federal data systems, and how to use tools such as natural-language processing and artificial intelligence to detect safety signals from patient reports. AHRQ would also have to consult with other federal health and data officials while developing the plan.
Training and research funding
The bill would make diagnostic safety and quality research an eligible topic under certain federal fellowship and training programs. It would also expand AHRQ’s programs so they can support work on diagnostic safety and quality.
Quality measures
The bill would add “diagnostic safety and quality” as an area to consider when developing health care quality measures. In practice, that could lead to new or revised ways of measuring how well health systems diagnose patients.
Data standardization
The bill would direct the Secretary of Health and Human Services to coordinate the standardization and responsible sharing of data elements needed for diagnosis research and improvement. It would convene an expert panel to recommend what data should be included in national interoperability standards, such as:
- patient symptoms and chief complaints,
- the status of a diagnosis, such as tentative or confirmed,
- symptom-based clinical registries, and
- other data capabilities needed for research and improvement.
The Secretary would then make public a summary of the panel’s recommendations and next steps.
Federal coordination
The bill would create an Interagency Council on Improving Diagnosis in Health Care inside the Department of Health and Human Services. The council would include representatives from agencies such as AHRQ, CDC, CMS, NIH, FDA, the VA, and health IT and data offices. Its job would be to coordinate federal research and policy efforts related to diagnosis.
The council would have to produce a strategic federal plan within 18 months and update it every two years. These plans would identify barriers to diagnosis research, describe progress, and recommend policy changes to improve coordination and support across agencies.
Authorized funding
The bill authorizes federal appropriations for these activities, including:
- $45 million per year for fiscal years 2027 through 2031 for the research and quality improvement program.
- $20 million per year for fiscal years 2027 through 2030 for the patient safety reporting infrastructure.
- Such sums as necessary for the data standardization work for fiscal years 2027 through 2029.
- $1.5 million per year for fiscal years 2027 through 2030 for the interagency council.
