What it would require
- The monument must be placed at Arlington National Cemetery unless the Army cannot find an appropriate location there.
- If Arlington National Cemetery cannot accommodate it, the monument must instead be placed outside the cemetery entrance.
- The monument must be located on a non-burial plot.
- The design must be approved by both the Secretary of the Army and the Secretary of the Air Force.
Who pays and maintains it
- The Army may only place the monument if it reaches an agreement with the Secretary of the Air Force.
- Under that agreement, the Air Force would pay all costs for preparing the site, constructing the monument, installing it, and maintaining it.
