This bill would expand and strengthen the national 988 crisis-response system and related mental health emergency services. It would provide funding for local 988 call centers, a national public awareness campaign about suicide prevention, training for crisis-response workers, and grants to help health centers build or improve facilities used for crisis care.
The bill would also make certain crisis services easier to pay for through major health coverage programs. It would require or expand coverage for crisis-response services under Medicare, Medicaid, private insurance, TRICARE, the Federal Employees Health Benefits program, CHIP, and veterans’ reimbursement programs. In addition, it would cover related transportation and facility-based support for people receiving crisis care.
For Medicaid, the bill would update rules so that states can use Medicaid funds for crisis services and define what counts as a crisis facility. It would also exempt certain crisis facilities from the Medicaid “institution for mental diseases” exclusion, which currently limits federal Medicaid payment for some mental health facilities.
The bill would also create an expert panel focused on how 911 and 988 systems work together. That panel would look at dispatcher training, response protocols, and data reporting, and would provide reports to Congress.
