What the grants would fund
The Secretary of Health and Human Services would be allowed to give grants to eligible health centers for two main purposes:

Training and supplies for same-day LARC insertion: Health centers could use grant money to train at least two full-time health care professionals and to buy and keep an inventory of LARC products so patients can receive them during the same visit.

Telehealth-based access expansion: Health centers could use grant money to set up a consortium that uses telehealth to help patients access LARC methods, including consultations before prescribing and referrals to a physician who can provide the contraception.
Who could receive the grants
The bill limits eligibility to certain health centers that serve areas or populations with higher health needs. To qualify, a health center must serve one or more of the following:

Areas with high infant mortality or maternal morbidity/mortality;

Medically underserved populations;

Health professional shortage areas; or
-
Maternity care health professional target areas.
In addition, the health center must not receive funding under Title X, and it must certify that it will not perform abortions, and will not give grant funds to any other entity that performs abortions, while receiving the assistance.
Limits on how the money can be used
The bill says grant funds cannot be used for long-acting reversible contraception intended for use as emergency contraception.
Telehealth demonstration program
For the telehealth-based grant program, the bill says the funded consortium could include entities such as rural hospitals, rural health clinics, tribal health organizations, and graduate medical education consortia. The stated goal is to increase access to the full range of LARC methods, including in rural areas and other underserved locations.
Administrative changes
The bill also makes technical and conforming changes to the section of law governing community health center grants so the new programs fit into the existing statutory framework.
