H.R. 9280: Veterans to Advanced Manufacturing Plan Act

This bill would require the Secretary of Veterans Affairs to create and publish, within 30 days of enactment, a plan called the Veterans to Advanced Manufacturing Plan.

What the plan would cover

The plan would look at how to help veterans get jobs in advanced manufacturing, which generally includes industrial jobs involving modern production processes, equipment, and technology.

• It would identify barriers veterans face when looking for work, going through hiring, or training for these jobs.
• It would identify challenges employers in advanced manufacturing face when recruiting, hiring, or keeping veterans.
• It would identify regulatory burdens that may make it harder for employers to hire veterans.
• It would identify parts of the country that have the greatest need for advanced manufacturing workers.
• It would identify barriers and industry trends that may discourage veterans from pursuing or staying in these jobs.

Skills and workforce development

The plan would also highlight:

• the skills, knowledge, and abilities veterans already have that may be useful in advanced manufacturing;
• any skill gaps that need to be addressed;
• ways to expand or improve existing programs that help veterans enter the field; and
• ways to improve outreach, training, mentorship, education, and career advancement programs for veterans in advanced manufacturing.

Required recommendations and consultation

The Secretary would be required to recommend specific short-term and long-term steps the department can take to help veterans move into these jobs. The Secretary would also have to consult with advanced manufacturing employers, colleges and universities, and organizations representing advanced manufacturing workers.
