Representative Andrea Salinas introduces H.R. 10852: Mass Timber Growth and Innovation Act

None

We have received text from H.R. 10852: Mass Timber Growth and Innovation Act. This bill was received on 2026-10-19, and currently has 1 cosponsor.

Here is a short summary of the bill:

This bill would create and extend federal tax incentives aimed at encouraging the production and development of mass timber products, which are engineered wood materials used in construction.

What “mass timber” means here

The bill defines mass timber products to include items such as:

  • Cross-laminated timber
  • Nail-laminated timber
  • Glue-laminated timber
  • Laminated strand lumber
  • Laminated hardwood veneer
  • Other similar timber or lumber products identified by the Treasury Secretary, after consulting the Agriculture Secretary

Tax credit for factories that make mass timber

The bill would expand an existing federal tax credit for “advanced manufacturing facilities” so that it also covers facilities whose main business is making mass timber products.

Under current law, this credit mainly applies to semiconductor-related manufacturing. This bill would add mass timber manufacturing to that category.

For mass timber facilities, the credit would be set at 10 percent of eligible investment costs.

The bill would also extend the availability of this credit so it applies to qualifying property placed in service through December 31, 2031 . In practical terms, that means eligible construction and investment in covered facilities could continue to receive the credit for a longer period than under current law.

Tax credit for research on mass timber products

The bill would also create a new research tax credit for businesses that spend money on qualified research related to mass timber products.

The new credit would equal 20 percent of qualified mass timber research expenses for the year.

Qualifying research would include work on existing mass timber products as well as similar new or proposed products that the Treasury Secretary, after consulting with the Agriculture Secretary, identifies for this purpose.

When the changes would take effect

  • The manufacturing facility credit changes would generally apply to property placed in service on or after the date the bill becomes law.
  • The extension of the manufacturing credit to 2031 would apply to property whose construction begins after December 31, 2026.
  • The new research credit would apply to amounts paid or incurred after the date the bill becomes law.
