H.R. 10116: Lifeline for First Responders Act

This bill would create a new federal grant program called the EMS and First Responder Wellness Grant Program, run through the National Highway Traffic Safety Administration’s Office of Emergency Medical Services.

The program would provide grants to certain public safety organizations to support the mental health and well-being of first responders, especially those involved in emergency medical services.

Eligible recipients would include:

• Federal, state, tribal, or local fire services that provide emergency medical services
• Emergency medical services agencies
• Dispatch centers

What the money could be used for

Grant funds could be used for:

• Stress reduction and mental health services based on evidence
• Suicide prevention, intervention, and follow-up services after a suicide-related event
• Confidential counseling, peer support, and behavioral health services
• Support services for families, including spouses and children
• Outreach, education, training, technical assistance, and efforts to reduce stigma around getting help

Funding

The bill authorizes $7.5 million per year for the program for fiscal years 2028 through 2032.

Other changes

The bill also makes a technical amendment to federal transportation law to add this new grant program to the statute’s table of contents.
