H.R. 9322: Abraham Accords Defense Cooperation Act of 2026

This bill would direct the Secretary of Defense to create a new United States-Abraham Accords Defense Cooperation Initiative to increase military cooperation between the United States and certain countries connected to the Abraham Accords.

What countries are covered

The bill defines “Abraham Accords countries” broadly. This includes:

• Countries that signed the Abraham Accords Declaration in 2020; and
• Other regional, Arab, or Muslim-majority countries that have sought to normalize relations with Israel since 2020.

What the initiative would do

The Department of Defense would be required to build an initiative focused on strengthening cooperation with the militaries of those countries. The bill says the initiative must follow existing Defense Department legal authorities under Title 10 of the U.S. Code.

The stated goals of the initiative are to:

• Deter aggression by Iran and Iranian-backed groups in the Middle East;
• Support coordination with the Comprehensive Security Integration and Prosperity Agreement;
• Improve regional military planning and cooperation on long-term projects, including:
• Defense against drones and other unmanned aircraft;
• Ground-based air defense systems;
• Protection against ballistic and cruise missiles;
• Intelligence, surveillance, reconnaissance, and command-and-control systems;
• Development of special operations forces;
• Joint air or naval military exercises; and
• Any other military capability the Secretary of Defense considers appropriate.

Reporting requirement

Within 60 days after the bill becomes law, the Secretary of Defense would have to send a report to the House and Senate Armed Services Committees. That report would need to include:

• A strategy for carrying out the initiative’s goals; and
• How much funding would be needed to run it.

Funding from participating countries

The bill does not strictly require foreign countries to pay, but it states that Congress believes the Secretary should try to require each participating country to provide matching funds for the initiative.
