S. 3254: NIH Implementing a Maternal health and PRegnancy Outcomes Vision for Everyone

The bill known as the NIH Implementing a Maternal health and PRegnancy Outcomes Vision for Everyone Act, or the NIH IMPROVE Act, aims to enhance maternal health outcomes in the United States through a dedicated initiative under the National Institutes of Health (NIH).

IMPROVE Initiative

The IMPROVE Initiative is intended to focus on improving maternal health by:

• Conducting research to:
• Reduce preventable maternal deaths and serious health issues related to pregnancy.
• Address health disparities affecting women with high rates of maternal mortality and morbidity.
• Enhance health for women before, during, and after pregnancy.
• Using a comprehensive approach to identify factors (biological, behavioral, etc.) affecting maternal health outcomes and fostering better outcomes in different regions.
• Targeting health disparities through:
• Community-based interventions for women who are disproportionately affected.
• Investigating risk factors and biological causes of major maternal health challenges.

Implementation

The Director of NIH will have the authority to support this initiative by providing grants or entering contracts and agreements as needed to help achieve its objectives.

Funding

The bill authorizes an appropriation of $73.4 million annually for each fiscal year from 2026 through 2031 to facilitate the activities outlined in the initiative.

Goals

The overarching goal of the NIH IMPROVE Act is to improve maternal health outcomes across the United States, focusing specifically on reducing mortality rates, addressing disparities among different populations, and implementing effective community-level interventions.
