H.R. 9956: Seizure Safe Schools Act of 2026

This bill would require the U.S. Secretary of Education, working with the Secretary of Health and Human Services, to issue guidance within 6 months on how elementary and secondary schools can better support students with epilepsy or other seizure disorders.

What the guidance would cover

The guidance would explain ways schools can promote seizure safety and care for students who have seizures. It would specifically address how schools can provide these students with:

• Section 504 accommodations under the Rehabilitation Act, such as supports or changes to help the student participate safely in school;

• Individualized Education Programs (IEPs) under the Individuals with Disabilities Education Act, for students who qualify for special education services.

What the bill does not do

The bill does not itself require schools to adopt a specific seizure policy, hire staff, or spend money in a particular way. Instead, it directs the federal government to provide guidance that schools can use when planning services for students with seizure disorders.

Updates

The Secretary of Education could later update the guidance if needed, in coordination with the Secretary of Health and Human Services.
