H.R. 9951: Know What’s on the Tray Act of 2026

This bill would change federal school meal rules so that schools participating in the national school lunch or school breakfast programs must post information about each menu item or food they plan to serve.

What schools would have to publish

• The school, or the school district, would have to make the information available on its website.
• The information would have to be posted at least 7 days before the meal is served.
• For each menu item or food, the posting would have to include:
  • the name of the item;
  • a list of all ingredients;
  • the manufacturer or producer;
  • where it was manufactured or produced; and
  • whether it is locally sourced or made/produced on a family farm.
• If a school changes a menu item or food after posting it, the school would have to update the website information promptly.

Which programs are covered

The requirements would apply to schools participating in:

• the National School Lunch Program; and
• the School Breakfast Program.

Federal rulemaking

The Secretary of Agriculture would have to issue rules within 180 days after enactment to help schools comply.

When it would take effect

The new requirements would start with breakfast or lunch served on or after the first day of the school year that begins at least 18 months after enactment.
