H.R. 9936: Postal Executive Responsibility, Fiscal Oversight, and Results-based Management Act

This bill would change how the U.S. Postal Service pays its top executive, the Postmaster General.

What it would do

• Bars certain pay if the Postal Service has poor results. In any fiscal year, the Postmaster General could not receive a bonus, incentive award, retention payment, or other performance-based compensation if, in the prior fiscal year:
  • the Postal Service’s total costs were greater than its total revenue; or
  • the Postal Service failed to meet nationwide service performance targets;
  • the Postal Service received a material weakness, adverse opinion, or disclaimer in its financial audit; or
  • the required annual report to Congress was not submitted.
• Requires an annual report to Congress. Within 30 days after each fiscal year ends, the Postmaster General would have to send Congress a report listing:
  • any bonus, incentive award, retention payment, or similar performance pay given to senior Postal Service officials;
  • the performance measures used to justify each payment;
  • the Postal Service’s financial results for the year; and
  • service performance data at the national and district levels.
• Directs the Postal Service Inspector General to review the report and determine whether the Postal Service followed the new rules.

Practical effect

The bill would tie the Postmaster General’s performance pay to the Postal Service’s financial condition, service quality, and reporting compliance. If the agency is losing money, missing service goals, or has audit problems, the top executive could not receive the listed forms of extra compensation for the next fiscal year.
