Limits on state grant use

If a state government receives a grant, it could use the money only for a new initiative. It could not use the grant to pay for programming that is already part of the state’s secondary education system, such as regular middle school or high school curriculum.

Name and branding rights

The bill would give the Secretary of Defense exclusive rights to use the program’s official name, seal, emblem, or badge, while protecting any rights that were already established before the bill becomes law.
