H.R. 9755: Biotechnology Diplomacy Leadership Act of 2026

This bill would create a new senior job at the State Department called the Senior Biotechnology Official. The Secretary of State would have to appoint someone to this position within 90 days after the bill becomes law.

What the new official would do

• Help lead the U.S. government’s work on biotechnology issues in foreign policy.
• Advise the Secretary of State on biotechnology topics, including how they relate to national security, economic development, and international partnerships.
• Coordinate U.S. biotech-related efforts with other federal agencies.
• Represent the State Department in international meetings, working groups, and forums on biotechnology.
• Work with foreign governments, international organizations, private companies, and other stakeholders to support U.S. interests in biotechnology.
• Help align U.S. resources and funding for international biotechnology partnerships.
• Oversee U.S. involvement in international biotechnology commitments, such as:
  • securing biotechnology supply chains,
  • advancing commercial and regulatory diplomacy,
  • supporting biological data-sharing agreements,
  • promoting joint research and development, and
  • building biotechnology capacity in partner countries.
• Report regularly to the Secretary of State on progress, results, and new issues or opportunities in global biotechnology diplomacy.

Who would be eligible

The person chosen would need substantial experience in biotechnology, international relations, and diplomacy. The bill specifically says the person should have experience with international biotech initiatives, managing biotech projects, national security issues, and coordinating across agencies and countries.

Practical effect

In plain terms, the bill does not create a new program for the public or directly regulate companies. Instead, it sets up a specialized State Department official whose role would be to organize and advance U.S. diplomatic efforts around biotechnology, including cooperation with allies, security concerns, supply chains, and international research partnerships.
