H.R. 9636: Improving Clarity and Transparency for Unions Act of 2026

This bill would change federal rules on what labor unions must include in certain financial disclosure reports and how they share that information with members.

What it would require unions to report

Under current law, unions already have to file reports about their finances and financial activities. This bill would require those reports to also include the results of any audit of the union’s finances or financial transactions that the union has access to.

How unions would have to share the information

The bill would also change how unions provide these reports to members. It would require unions to make the information available by:

• posting it on the union’s website, or
• if the union does not have a website, giving a member a paper or electronic copy if the member asks for it.

This means unions would no longer rely only on traditional member distribution methods for this information if the bill becomes law.

When the changes would take effect

The new rules would apply to union reports filed starting 6 months after the bill is enacted.
