H.R. 9441: SAFE Training for OB-GYNs Act

This bill would create a federal grant program to help medical residency training programs expand training in sexual and reproductive health care, including abortion care, for doctors and other health professionals who cannot get that training in their own state because of state abortion laws.

What the program would do

• The Secretary of Health and Human Services, acting through the Health Resources and Services Administration, would be allowed to award grants, contracts, or cooperative agreements to approved graduate medical residency programs.
• These programs would need to provide training in sexual and reproductive health care, including abortion care.
• The funding would be aimed at health professionals who, because of a state abortion law, must travel to another state to get that training.

How the money could be used

Recipients of the funding would have to use it to:

• Start, expand, or support residency training programs that teach sexual and reproductive health care, including abortion care; and
• Reimburse travel and related expenses for health professionals who need to go out of state for that training.

Key definitions in the bill

• A covered State abortion law is a state law that limits or requires abortion care in a way that directly or indirectly restricts access to abortion care or a provider’s ability to provide it.
• An approved graduate medical residency training program means a program with the meaning used in existing federal law.

Funding

The bill authorizes $10 million per year for fiscal years 2027 through 2031 to carry out the program.
