H.R. 9388: One-Stop Pilot Program Extension Act

This bill would extend and slightly expand a TSA/CBP “one-stop” pilot program that lets certain passengers avoid being screened a second time when they continue their trip in the United States after arriving from approved foreign airports.

What the program does

Under the current program, if a passenger and their checked baggage are screened at certain participating foreign last-point-of-departure airports, they may be allowed to connect to another flight or flight segment in the United States without going through an additional TSA baggage screening step. The bill keeps that concept in place.

What the bill changes

• Extends the pilot program duration: It changes the program’s time limit from six years to ten years.
• Updates the baggage rule: It restates the conditions under which checked baggage can continue on to another U.S. flight without being rescreened.

Conditions that must be met

The bill says baggage can skip additional TSA re-screening only if:

• The baggage was originally screened at the foreign airport using an explosives detection system under a security agreement.
• The arriving passengers cannot access their checked bags until they reach their final destination.
• Customs and Border Protection receives baggage images in time before arrival in the U.S. and those images meet CBP’s requirements.
• CBP has not flagged the passenger or baggage for further inspection.

Agencies involved

The Transportation Security Administration Administrator, working with the Commissioner of U.S. Customs and Border Protection, would continue to oversee whether the program can be used for specific flights and baggage.
