H.R. 9351: Continuity of Military Parents’ Academic Schooling and State Standards Act of 2026

This bill would change federal law to make it easier for military families who homeschool their children to keep that homeschooling recognized when they move because of military orders.

What the bill does

• Adds a new section to the Servicemembers Civil Relief Act dealing with state compulsory education and homeschooling laws.
• Provides that if a servicemember’s dependent child is educated at home and the family moves to a new state under permanent change-of-station military orders, the child will be treated as meeting that state’s compulsory education and homeschooling rules if the child is already complying with:
  • the new state’s homeschooling or education requirements, or
  • the requirements of the servicemember’s state of legal residence.
• In effect, this gives military homeschooling families a federal legal safeguard so they are not treated as out of compliance simply because they relocate.

Purpose

The bill says its goals are to help military-connected students keep their schooling continuous, reduce paperwork and legal problems caused by frequent moves, avoid conflicts between different state homeschooling rules, support family stability, and align homeschooling treatment more closely with other federal protections already given to military families.

What it does not appear to do

• It does not create a new national homeschooling system.
• It does not change homeschooling rules for families that are not connected to the military.
• It does not set one uniform homeschooling standard for all states; instead, it gives qualifying military families a compliance rule under federal law.
