H.R. 9342: GPO Modernization Act of 2026

This bill would update how the Government Publishing Office (GPO) and related congressional publishing systems operate, with a strong shift toward digital access and online publication.

Public access to government information

The bill would expand the public’s ability to access government information electronically. It would create a National Collection of U.S. public information, which appears intended to organize and preserve federal public documents and make them easier to find. It would also update rules for depository libraries and cataloging so that federal publications can be managed in ways that better fit digital formats.

Changes to congressional and federal publishing

The bill would rename the Joint Committee on Printing and update how congressional publications are handled. It would also move publication of the Federal Register to the GPO and shift more of the publication process online. To help ensure continuity if normal systems are disrupted, it would allow fallback publication methods in emergency or continuity-of-operations situations.

Digital-only publications

The bill would make future editions of the Constitution Annotated available only in digital form and posted online, rather than continuing print editions.

GPO operations and procurement

The bill would also make several administrative changes to the GPO’s internal operations. It would allow the GPO to accept gifts, update procurement terminology and rules, and raise the simplified acquisition threshold to $350,000, which would allow the agency to use simpler purchasing procedures for contracts below that amount. It would also extend leave carryover for GPO employees.
