H.R. 9328: Improving Travel for Military Members Act

This bill would allow the Transportation Security Administration (TSA) to create a pilot program at certain airports to help active-duty military members and their accompanying family members get through airport security more quickly.

What the bill authorizes

• Within 60 days after the bill becomes law, the TSA Administrator may set up the pilot program at airports.
• The purpose would be to speed up access to security screening for eligible military travelers and their family members.
• The TSA would only do this if it can be done without reducing security.

How the screening would work

• Military travelers would still be screened according to TSA’s existing Secure Flight vetting process.
• TSA screening staff would be prohibited from putting someone into a TSA PreCheck lane or another expedited lane unless that person’s boarding pass shows they are eligible for that type of screening.
• Local TSA managers would be allowed to open or close lanes and move staff around as needed to handle passenger volume and keep screening efficient.

Where the pilot program could be placed

• If TSA sets up the program, it must give priority to airports that are near military installations with significant numbers of active-duty personnel.
• TSA would also consider whether an airport has enough space for dedicated screening lanes for military travelers and their families.
• TSA could consider other factors it thinks are relevant.

Reporting and duration

• If the pilot program is created, TSA must brief certain House and Senate committees within nine months after it starts.
• The pilot program would run for three years.
