H.R. 9266: Chief Chris Eddy’s Law

This bill would require the U.S. Department of Transportation to update its hazardous materials rules so that all refrigerated shipping containers must have placards, or warning signs, showing emergency responders that the container may be under pressure. The placards would be required even if the cargo inside is not itself hazardous.

In practical terms, the bill would treat refrigerated containers as needing a visible warning because of the risks associated with their refrigeration systems and possible pressure buildup. The requirement would apply to refrigerated containers used in intrastate, interstate, and foreign commerce.

The bill also directs the Secretary of Transportation to study whether refrigerants should be classified as their own separate hazard category. That study would look at:

• how such a category would fit with existing hazardous materials classifications, and
• what broader regulatory effects might result from creating a separate category.

The bill would be called Chief Chris Eddy’s Law.
