• All officers and employees engaged in law enforcement or immigration enforcement activities must wear a clearly visible, scannable QR code on their uniforms. This QR code should be placed in a way that it is not obscured by other clothing or equipment.
• When scanned, the QR code would link to an official, publicly accessible website of the Department of Homeland Security. This website would display the following information about each officer or employee:
• The full name of the officer or employee
• The badge number of the officer or employee
• The agency and operational unit or office of the officer or employee
• The active status of the officer or employee, including a timestamp verification
• Additionally, the website may optionally include a photograph of the officer or employee but must not display personal contact information such as a home address or phone number.
• The QR code would also include a secure means for individuals to submit complaints regarding the conduct of the officer or employee during enforcement activities.
• Moreover, the website shall provide aggregated, non-personally identifiable data about the number of complaints received for each officer or employee.

Rule of Construction

The bill clarifies that its provisions do not limit or replace any existing Federal, State, or local laws that provide additional transparency, accountability, or accessibility in law enforcement practices.
