H.R. 6698: Board of Veterans Appeals Annual Report Transparency Act of 2025

This bill would change how the Board of Veterans’ Appeals reports information about its workload and delays.

What it would require the Board to report

• In its annual report, the Board would have to explain why some appeals were not decided on time.

• For appeals under the newer veterans appeals system that were still pending at the end of the year and missed the timely-decision deadline, the Board would have to identify the main factors that caused the delay.

• For each factor listed, the Board would also have to provide the number and percentage of affected cases.

• The same kind of reporting would also be required for cases that were remanded during the year, including cases under either the new system or the older legacy system.

What it would require the Board to publish online

• The Board would have to post weekly notices on a Department of Veterans Affairs website showing the docket dates of cases assigned to a Board member for decision that week.

• Each notice would need to say that assigning a case to a Board member does not mean the Board must issue a decision that same week.

• This weekly posting requirement would not apply to cases that have been advanced in priority or cases remanded by the U.S. Court of Appeals for Veterans Claims.

Overall effect

In practical terms, the bill is aimed at making the appeals process more transparent by giving the public more information about delays, remands, and the timing of Board activity. It does not appear to change veterans’ eligibility for benefits or the substance of how appeals are decided.
