H.R. 6629: Developing Master Plans for Military Service Academies Act of 2025

This legislation, known as the Developing Master Plans for Military Service Academies Act of 2025, directs the Secretaries of each military department to create detailed master plans for each of their Service Academies. The purpose of these plans is to address the infrastructure needs of the academies comprehensively.

Requirements for the Master Plans

Each master plan must include the following components:

• A detailed list of any infrastructure at the Service Academy that is currently in poor or failing condition.
• A plan for replacing, renovating, or refurbishing this infrastructure, which must be completed within five years from the date specified in the bill.
• A list of any infrastructure at the academy that is on the National Register of Historic Places or is expected to be eligible for the register within five years.
• An assessment of various risks, such as:
• Energy availability disruptions
• Extreme weather impacts
• Cybersecurity risks
• Clean water availability issues

Additional Requirements

The proposed methods to address the infrastructure and risk requirements must be included in the master plans and must also be completed within five years of the specified date.

Deadlines

All master plans must be completed by September 30, 2027. Additionally, each Secretary must provide an initial briefing to the House and Senate Armed Services Committees within 180 days of the bill's enactment, outlining the timeline for the completion of these plans.

Submission of Plans

Once a master plan is completed, it must be submitted to the Armed Services Committees within 30 days or by December 1, 2027, whichever comes first.

Definition

The term "Service Academy" refers to institutions defined in section 347 of title 10 of the United States Code.
