H.R. 10752: CISA Securing AI Task Force Act

This bill would require the Cybersecurity and Infrastructure Security Agency (CISA), part of the Department of Homeland Security, to create an internal task force on artificial intelligence within one year of the bill becoming law.

The task force would bring together staff from across CISA to coordinate the agency’s work on AI safety and security. Its main responsibilities would include:

  • Making sure CISA’s efforts on AI are coordinated and consistent.
  • Helping CISA work with other federal, interagency, and outside groups on AI-related issues.
  • Reviewing CISA’s existing guidance and programs to see whether they adequately address AI-related risks, and recommending updates if needed.
  • Identifying ways AI can be used to help defend against cyber threats.
  • Advising stakeholders about cybersecurity risks linked to AI-based software.
  • Identifying gaps in CISA’s AI-related workforce and suggesting ways to fill them.
  • Supporting the use of secure AI software.
  • Recommending new agency initiatives to improve the safe and secure design, development, adoption, and deployment of AI.
  • Making sure CISA’s AI activities take privacy, civil rights, and civil liberties into account.
  • Helping maintain and improve CISA’s inventory of its AI use, including processes to improve the accuracy of submissions and the reliability of data used in CISA’s AI systems.

The task force would have to brief two congressional committees every six months, starting within six months after it is created, on what it has been doing during the prior half-year.

The bill would automatically expire five years after enactment.
