H.R. 10480: Medal of Honor Access and Liaison Act

This bill would make two main changes for people who have received the Medal of Honor:

• Military base access: It would require that Medal of Honor recipients be issued a common access card, or a later replacement form of military ID, that gives them unaccompanied access to any military installation and the Pentagon. In practical terms, this means they could enter these places on their own without needing to be escorted.
• New Department of Defense liaison: It would create a new Medal of Honor Liaison position within the Department of Defense, appointed by the Secretary of Defense. This person would act as a central contact for Medal of Honor recipients and their families.

The liaison would have several responsibilities, including:

• Serving as the main point of contact inside the Pentagon for Medal of Honor recipients and their families
• Coordinating matters involving Medal of Honor recipients across the Department of Defense, the military services, the Department of Veterans Affairs, and other federal agencies
• Helping coordinate the replacement of military decorations if needed
• Standardizing how Medal of Honor recipients are handled across the armed forces
• Doing public affairs outreach related to Medal of Honor recipients
• Making recommendations to the Secretary of Defense about whether Medal of Honor recipients should serve on active duty, including in combat

The bill defines a Medal of Honor recipient as someone listed on the official Medal of Honor Roll for the Army, Navy, Air Force, and Coast Guard.
