H.R. 10470: Screening Harm, Identifying Escalating Lethality Danger for Victims Act of 2026

This bill would direct the Attorney General to create and publicly release an evidence-based lethality assessment tool for law enforcement to use in domestic violence cases. The tool would be designed to help officers:

• identify victims of domestic violence,
• assess whether a victim is at risk of serious injury or death, and
• connect victims with appropriate services and support.

In developing the tool, the Attorney General would have to consult experts, consider best practices, and create a model questionnaire that could be used as part of the tool.

The bill would also require the Federal Law Enforcement Training Centers to provide training on the tool to certain federal law enforcement officers whose jobs involve investigations, patrol, arrests, surveillance, search warrants, or similar duties. Those officers would also need refresher training at least every three years.

In addition, the Attorney General would have to make the training curriculum and related materials publicly available.

Finally, the Secretary of Homeland Security would have to submit a report to Congress within 180 days explaining a plan to make sure federal law enforcement officers can be connected to local domestic violence response resources when using the lethality assessment program.
