H.R. 10441: Puerto Rico Disaster Recovery Completion Act of 2026

This bill would give more time for certain Puerto Rico disaster recovery projects to finish.

What it changes

For a group of Puerto Rico recovery projects tied to certain major disaster declarations, the bill would extend the normal deadline for completing the work and closing out the project to December 31, 2035. These projects include work funded under FEMA disaster recovery programs for:

• Hurricane Irma (2017)
• Hurricane Maria (2017)
• The 2019–2020 earthquakes in Puerto Rico
• Hurricane Fiona (2022)

Which projects are covered

The extended deadline would apply only to projects that:

• were carried out under certain FEMA disaster assistance sections of the Stafford Act,
• involved restoring damaged facilities or eligible mitigation measures, and
• had not yet been closed out when the bill is enacted.

What happens after 2035

If a project is still not finished after December 31, 2035, the recipient could still ask for more time using the normal FEMA extension process.

Reporting requirement

The bill would require FEMA, working with Puerto Rico’s Central Office for Recovery, Reconstruction, and Resiliency, to send Congress and Puerto Rico’s Resident Commissioner a report:

• within 1 year after enactment, and
• every year after that until December 31, 2035.

Those reports would have to include:

• how many covered projects have been completed,
• the expected completion date for unfinished projects and any obstacles slowing them down, and
• any other information FEMA thinks is relevant.
