H.R. 10355: Disaster Loan Outreach Consistency Act

This bill would require the Small Business Administration (SBA) to create procedures within 180 days to make sure disaster loan outreach materials are consistent, up to date, and accurate across the agency’s disaster field operations centers.

What the SBA would have to do

• Use standardized templates for disaster loan outreach materials.
• Make sure materials such as press releases and fact sheets are checked before they are released to the public.
• Confirm that those materials reflect the current terms of the SBA disaster loan program.
• Include any updated federal disaster assistance eligibility processes that affect people applying for these loans.
• Do an annual review of consistency across disaster field operations centers, and also review the procedures right away after any major changes.
• Include any other information the SBA Administrator decides should be part of the procedures.

Notification requirement

After the SBA creates the procedures, or makes major changes to them, the Administrator would have to notify the House Committee on Small Business and the Senate Committee on Small Business and Entrepreneurship within 30 days.

Practical effect

In plain terms, the bill is meant to reduce confusion by making sure people across different disaster regions receive the same, current information about SBA disaster loans and how to apply for them.
