H.R. 10351: Training and Education for American Members in University Sports and Athletics Act

This bill would change federal higher-education law so that colleges and universities that participate in certain federal student-aid programs would have to limit the number of international student athletes on each varsity sports team.

What the bill would require

• For each varsity sports team, no more than 20 percent of the players on the official roster could be international student athletes.
• For teams with fewer than 10 athletes, the limit would be 1 international student athlete per team.
• Schools would have to report annually to the U.S. Department of Education and to the relevant athletic association what percentage of each team’s roster is made up of international student athletes.

Who counts as an “international student athlete”

Under the bill, this would include a student athlete who is either:

• not a U.S. national and not a lawful permanent resident, or
• receiving, or having received, salary, scholarships, or other athletic-related financial help from a foreign country’s Olympic or Paralympic committee.

How the bill defines the teams and organizations involved

• A varsity sports team is a school team formed for intercollegiate competition.
• An athletic association is any multi-state organization that sets rules or standards for varsity sports or college athletic competitions, but not organizations tied to professional sports.

When it would take effect

The new rules would start on July 1, 2029, and would apply beginning with the 2029–2030 academic year.
