H.R. 10320: Town Halls for All Act of 2026

This bill would require every member of Congress to hold and attend at least 12 town halls each year in their own home area.

What counts as a town hall

Under the bill, a town hall would have to be:

• Open to the general public
• Held in person
• Free to attend
• Announced at least 4 days in advance with the date, time, and city
• Shared through methods the member already uses to communicate with constituents, such as email, newsletters, social media, or their website
• Accessible under the Americans with Disabilities Act
• At least 1 hour long, unless an emergency or similar circumstance forces it to end early

Where the meetings would take place

For Representatives, Delegates, and Resident Commissioners, the town halls would need to be held in their congressional district. For Senators, the bill treats the entire state as their district, so the meetings would need to be held somewhere within the senator’s state.

When the bill would apply

The bill would take effect at the start of the next Congress after it is enacted, rather than immediately.
