H.R. 10319: Gender Delusion Disqualification Act

This bill would add a new rule for certain federal jobs and federal credentials. It would require executive agencies to identify positions where they already use mental health standards as part of hiring or continued employment, as well as licenses, certificates, or other credentials they issue that depend on meeting mental health standards.

Under the bill, a person could not be hired for, continue in, or receive/renew one of these covered positions or covered certifications if they have been diagnosed with gender dysphoria. In other words, the bill would make a diagnosis of gender dysphoria an automatic disqualification for any federal job or credential covered by these mental health standards, regardless of whether the person otherwise meets the agency’s requirements.
