H.R. 10315: AI Learning, Advancement, and Building Skills Act

This bill would direct the U.S. Department of Education to create a competitive grant program for states to help schools add or expand artificial intelligence education in kindergarten through 12th grade.

What the grant program would do

States could apply for federal grants, and the Education Secretary would award the money on a competitive basis. States that receive grants would have to use the funds to:

• create or expand AI-related curricula for elementary and secondary schools;
• teach students how to use and understand artificial intelligence; and
• provide professional development for teachers so they can better understand AI and use it in their teaching.

What else the bill requires

The bill would also require the Education Secretary to study how the grant program is used. That study would:

• identify which states received funding;
• examine how those states used the money; and
• develop recommendations for future efforts to train students and teachers in AI.

Within one year after the bill becomes law, the Secretary would have to send a report on the study to the House Committee on Education and Workforce and the Senate Committee on Health, Education, Labor, and Pensions.

Definitions

The bill uses existing legal definitions for “artificial intelligence,” “elementary school,” “secondary school,” and “State.”
