H.R. 10192: Grant Responsibility and Accountability for Numerical Transparency Reform Act of 2026

This bill would require the federal government to produce more detailed public reports about federal grants and to collect more information from grant recipients about how grant money is used.

What the bill does

• Requires the Comptroller General (the head of the Government Accountability Office, or GAO) to publish an annual report on federal grants on a public website and send it to certain congressional committees.
• The report would cover the previous fiscal year and list, for each grant:
  • the grant’s name, purpose, and amount;
  • the name of the entity receiving the money; and
  • the name and description of the project being funded.
• Requires grant recipients, within 3 months after a funded project is completed, to submit a report to the GAO showing:
  • how much grant money was used for salaries;
  • the names of subcontractors and how much they were paid;
  • administrative costs, material costs, and any unspent money; and
  • any other information the Office of Management and Budget (OMB) decides should be included.
• Any grant recipient that does not file the required post-project report would be ineligible for new federal grants until it complies.
• The new recipient reporting requirement would apply to grants awarded on or after the date the law takes effect.
• GAO would also have to compile the recipient-submitted information into another annual report for Congress.
• OMB would have to issue guidance within 3 months and notify grant recipients about the new reporting requirement.
