H.R. 10063: Green New Deal for Public Housing Act

The bill would create new grant programs through the Department of Housing and Urban Development (HUD) to help repair and modernize public housing. The money could be used for a wide range of upgrades, including:

Deep energy retrofits and electrification of buildings
Fixes for water quality and related health and safety problems
Renewable energy systems and resilience upgrades
Accessibility improvements
Workforce training and support for resident jobs and businesses
Relocation assistance for tenants during repairs
Public consultation and tenant participation in planning

The bill would also require protections for residents when public housing is renovated. It would require relocation assistance during construction, preserve the number of housing units, and give priority for residents to return to their homes after work is completed.

For community energy projects, the bill would allow up to 90% of the profits to be used for purposes approved by residents. It would also require recipients of the grants to follow several labor and procurement rules, including:

Buy America requirements for certain materials
Prevailing wage rules
Labor standards for workers
Apprenticeship requirements

In addition, the bill would require reporting on how the program is carried out, including resident council involvement and expanded opportunities for Section 3 hiring and contracting, which are meant to direct jobs and business opportunities to low-income residents and local businesses.

Finally, the bill would repeal the Faircloth cap, which currently limits the number of public housing units that can be built with federal assistance beyond the existing stock as of 1999. Removing that cap would allow housing authorities to develop additional public housing units with federal support.
