- Work with partner countries on training, sharing technical resources, and possibly aligning codes and standards to help deploy small modular reactor fleets.

The Under Secretary for Arms Control and International Security, or a designee, would manage the program.

Within 120 days after the bill becomes law, the State Department would have to send Congress a report covering:
- How the program is being implemented
- What diplomatic outreach has been done
- Which partners are contributing to the program
- Any current or potential cooperation with those partners
- Efforts to bring in additional partners
- Contacts with U.S. businesses in the civil nuclear sector
- How much money has been spent on the program, including any use of related State Department nonproliferation funds
The department would also have to brief Congress within 120 days after enactment and then once a year after that using the same information.

The bill defines which congressional committees get the reports and says the term “United States business” uses an existing statutory definition. The program would end on June 8, 2034 unless extended or changed by later law.
