S. 4703: Redirecting Trump Slush Funds to Lower Health Care Costs Act

This bill would do two main things:

• It would ban federal money from being used for certain legal settlements that benefit the President personally or politically. This includes money from the federal Judgment Fund, which is a Treasury account used to pay some government legal claims and settlements.

It would also appropriate $1.776 billion to the Department of Health and Human Services for Medicaid. The bill says this money is meant to help address health care costs, including by restoring funding and eligibility that were reduced under Public Law 119-21, also referred to in the bill as the “One Big Beautiful Bill Act.”

So, in simple terms, the bill would:

• block federal funds from being used for certain presidential-related settlement payments, and
• send new money to Medicaid to offset or reverse some cuts made by a recent law.
