H.R. 9676: Examining Opioid Treatment Infrastructure Act of 2026

This bill would require the U.S. Government Accountability Office (GAO) to study how much treatment capacity exists in the United States for opioid-use disorder, how available that treatment is, and what needs may not be being met.

What the study would look at

• How many inpatient detoxification programs are available.
• How many inpatient stabilization, transitional residential support, and residential rehabilitation programs exist.
• Whether there are enough programs tailored to specific groups, such as pregnant women and adolescents.
• How treatment availability differs by region across the country.
• Whether residential and outpatient programs offer treatments backed by scientific evidence, including FDA-approved medicines and other evidence-based therapies.
• How many patients are using residential and specialty outpatient services.
• What the overall need is for treatment across different levels of care.
• What treatment options are available to American Indians and Alaska Natives through Indian health programs.
• What barriers exist to real-time reporting of de-identified overdose information at the federal, state, and local levels, including technology-related barriers, and how those barriers might be reduced.

What it would require

The bill does not create new treatment programs or funding. Instead, it directs GAO to gather information and deliver a report to Congress. The report would be due no later than 24 months after the law is enacted.
