Grants for Mental Health Services

The bill establishes a program under which the Secretary of Health and Human Services will award grants to eligible organizations. These grants are intended to:

Assess and improve mental health and substance abuse outcomes for lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, intersex, and Two Spirit youth.
Provide mental and behavioral health resources, including trauma-informed care.
Offer cultural competency training for caregivers.
Develop and distribute mental health resources for LGBTQ+ youth and their families.
Promote evidence-based practices related to mental health and substance use.
Collect data regarding the mental health of these youth demographics.
Create school bullying prevention guidelines focusing on LGBTQ+ youth.
Integrate mental health services within school systems for these youth.
Establish patient navigator programs for families of LGBTQ+ youth.

Prohibition of Conversion Therapy

Grants awarded under this program are subject to strict conditions. Funds cannot be used for:

Providing conversion therapy to any individual.
Advertising or promoting conversion therapy efforts, specifically aimed at changing an individual's sexual orientation or gender identity.
Knowledgeably facilitating conversion therapy services while being compensated for such actions.
Directing individuals toward conversion therapy resources.

Conversion therapy is defined as any practice that seeks to change someone’s sexual orientation or gender identity. However, it does not include supportive services that facilitate gender transition or provide support for identity exploration.

Review and Updating of Reports

The bill requires the Secretary to review and update reports and publications that relate to the mental health of LGBTQ+ youth. The focus will be on ensuring that no materials promoting conversion therapy are included and prioritizing the updating of older reports related to these issues.

Federal Survey

The Secretary is tasked with developing a Federal survey to measure serious psychological distress and the mental health care of LGBTQ+ youth. This survey must ensure the confidentiality of information collected and cannot be used against respondents. It needs to notify respondents of their rights to confidentiality.

Reporting Requirements

Within 180 days of the enactment of the bill, the Secretary must begin compiling a report on mental health for LGBTQ+ youth in foster care and other federal social services programs. This report will be submitted to congressional committees within two years.
